BRIEFING PAPER
MOCCASIN BEND COOPERATIVE MANAGEMENT PLAN
(Field Trip - 1/12/98 to 1/16/98)

Purpose of This Field Trip
The purpose of this field trip is to orient the planning team to Moccasin Bend and its unique resources. It will provide an opportunity to meet with the principal stakeholders at the onset of this planning effort. it is hoped that these meetings will develop positive working relationships, and give stakeholders an opportunity to review the planning process, ask questions, and address comments and concerns. By the end of this field trip, the planning team should have sufficient direction to move forward with beginning preparation of a Cooperative Management Plan for Moccasin Bend.

Purpose of the Cooperative Management Plan

The purpose of this planning project is to provide the U.S Congress with a professional analysis of whether the nationally significant resources of Moccasin Bend are suitable and feasible for addition to the National Park System, and more importantly, to focus on viable management alternatives for the protection and public use of the site. This planning effort will consider the following factors:
  • the rarity and integrity of the resources; the threats to those resources;
  • public use potential of the site which includes recreation, interpretation, and education;
  • the level of local and general public support;
  • the socioeconomic impacts of any designation;
  • whether similar resources are already protected in the National Park System or other Federal, State, local, or private ownership; costs associated with acquisition, development, and operation;
  • whether the area is of appropriate configuration to ensure long-term resource protection and visitor use; and
  • identify and evaluate those management entities which could preserve, protect, and provide for public use of the area.
